Carter was the NSW head of ASIO. Houghton’s passport was stamped ‘A’—he could stay in Australia as long as he wanted. What sort of preferential treatment is given to a person like this gentleman, who it was freely admitted in discussions that Brian Toohey had in the United States, is a top operator of the Central Intelligence Agency?’
